The policy studies program will hold a forum on business conditions and government policies in the wake of the recession Tuesday, Sept. 29, in the Marlo Room of Farinon College Center. Charles I. Plosser, president and CEO of the Federal Reserve Bank of Philadelphia, and Amy M. Gill, director of the Bureau of Research in the Pennsylvania Department of Revenue, will be the main speakers.
A reception will be held at 5 p.m., with the main program, “Demystifying the Economy,” running from 6-8 p.m. Plosser will discuss “The Federal Reserve’s Role in the National and Regional Economy,” and Gill will talk about “2009-10 and Beyond: Outlook for Pennsylvania and State Government.”
The event is presented in partnership with the Greater Lehigh Valley Chamber of Commerce, the Lehigh Valley Economic Development Corporation, and the Lehigh Valley Workforce Investment Board, Inc. Other speakers will include Gregg Feinberg, of Feinberg Law Office & GMF Development and vice chair of the Greater Lehigh Valley Chamber of Commerce, and Phil Mitman, president and CEO of the Lehigh Valley Economic Development Corporation. Moderators for Gill and Plosser’s segments will be W. Mark Crain, William E. Simon Professor of Political Economy and chair of policy studies, and Ed Gamber, professor and head of economics.
Plosser became the 10th president of the Federal Reserve Bank of Philadelphia in August 2006. Before coming to Philadelphia, he was the John M. Olin Distinguished Professor of Economics and Public Policy and director of the Bradley Policy Research Center at the William E. Simon Graduate School of Business, where he also served as dean from 1993 to 2003. He was also a professor of economics at the University of Rochester, a senior research associate at the Rochester Center for Economic Research, and a research associate at the National Bureau of Economic Research in Cambridge, Mass.
Plosser has lectured worldwide on topics ranging from management education to economic and public policy issues. The author of numerous academic articles and a participant in scores of professional seminars and conferences, Plosser also has served as co-editor or associate editor of three prestigious economics journals and referee for over a dozen others.
Gill has served as director of Pennsylvania’s Bureau of Research since 2006. The bureau is responsible for forecasting revenues and performing fiscal analyses of proposed legislative tax changes, as well as collecting and reporting revenue data. As director, Gill oversees a staff of analysts responsible for the creation of tax models to forecast approximately $25 billion of general fund tax revenue. The bureau is also responsible for the mark-up and scoring of bills that affect tax revenues and tax policy.
Previously, Gill was an economist for the Internal Revenue Service in Washington, D.C. She published several papers on tax statistics and trends and has presented and contributed to panels on tax topics for the American Statistical Association, the Federation of Tax Administrators, the National Tax Association, and the North Eastern States Tax Officials Association.
