Prof. John Kincaid on Monday (11/4) welcomed 18 reporters from 18 nations on a State Department-sponsored tour of swing states Arizona and Pennsylvania to learn about the American electoral process.

WFMZ-Channel 69 News covered the gathering in the Meyner Center for the Study of State and Local Government, which is directed by Kincaid and who led an overview about constitutional expansions of the electorate, federal, state, and local election rules, and Northampton County’s record of voting for the presidential winner in every election from 1912 to 2020.

“It’s voted for the presidential winner 89% of the time since 1912, so it has a pretty good, predictive bellwether record,” said Kincaid, the Robert B. and Helen S. Meyner Professor of Government and Public Service.
