Prof. John Kincaid was quoted in a recent PA Times article that paid tribute to the late Bruce McDowell, who spent 24 years with the U.S. Advisory Commission on Intergovernmental Relations (ACIR) and pioneered the consultation among the federal, state, and local levels of government.

Kincaid, Robert B. and Helen S. Meyner Professor of Government and Public Service and former executive director of ACIR, said McDowell “was a hardworking, competent, and meticulous director who ensured quality and timeliness in contract performance.”

The American Society for Public Administration’s PA Times publishes professional public administration articles, through both a magazine and its website.
